It can only go to the charcoal canister or the purge solenoid....

Here's a picture I found doing a Google search. It's more clear than a vacuum diagram under the hood. It looks like it is going to 9B963.

Oh, so no solenoid bank in '81.  

A check valve to the upper sprue of the PCV valve (which is above the weight)

Well the line atop the PCV should be connected to the purge valve (as shown in the manual)

Then the dotted line to the EVAP canister(s)
(Which I assume aren't there)

The tank vents are probably the metal line coming from underneath.

Then the other dotted line, to the open Tee on your bowl vent line.

Was it deleted or my truck didn't come with it? Can I run from the PVC to the T bypassing the whole mess I am missing?

If it's on the sticker it came on your truck.

I suppose if you don't have any inspection you don't really have to have evaporative emissions.
I would want it hooked up somehow. (or completely removed)

Just note if you hook up the vacuum supply to the PCV with out the purge valve you will pull to much vacuum and cause a vacuum leak.
Ask How I know

I had every thing but the purge valve and went right to the PCV and had a leak.
I installed the smallest Holley jet I had in the vacuum supply line and it helped but would like to go smaller some day.

Do you know of a picture of how it looks like in real life installed?  Does that whole mess I am missing just hang off the PCV?  Is the big port on the front of the carb the vacuum supply?

Well the paint job lasted no more then five minutes installed. I spilt fuel on the bracket and it bubbled up and came off right away.  Only the primer was left.  Time to paint over again, but this time with fuel resistant paint. I guess I will save the wobble pops for after I am done working on the truck for the day.

Well I broke the vacuum tee.  Again no drinking until after finished with the truck for the night for now on.  I tried to rotate it down and cracked it.  I measured and came up with what I think is the closest size on Amazon in brass so it will last longer.  But I may just plug it off until I get the parts I am missing if it will create a vacuum leak.  

The truck is not even running yet so I don't know what affect it will have.  Do people remove vacuum lines to compensate for other issues instead of fixing the root cause?  Why is the vacuum lines so messed up and blocked off or removed?

I removed the rear axel vent and discovered it was blocked up inside.  It is currently in the ultrasonic cleaner. I chased the threads on the vent and the rear axel.  I left the thread chaser in the rear axel to keep stuff out of it until I install the vent back after it is cleaned up.

I installed the last two fuel lines in the engine compartment completing the fuel flow all the way to the tank which is yet to be installed.  The fuel tank is next.

I found this picture online that said this was from an 81'.  Interesting the location of the purge is in a different spot close to the tee of the carb and not next to the PCV.

The drawing is going to be correct.
The diagram is more of a schematic, but always shows components in their correct relative positions.

Ford wouldn't have put a plastic valve setting on top of a hot EGR valve.
So I don't think your photo is "right" at all.

But if you're going to delete it, why does any of that matter?

I don't know if I will delete it.  Trying to figure out the best options now.  I am okay with fixing it but just need more details to do it correctly. I will put a plug over the tee until I figure out the best way.  After I get the truck running I should get a better idea of what it likes and doesn't like.
