As for the problem, tell us more - like what you've done to test. And if you haven't, I'd put my voltmeter or test light across the starter relay's big terminals and turn the key to Start. If the relay works the voltmeter should go from battery voltage to 0, or the light should go from on to off. If not, the relay is probably bad.
