Distilled water should be used as minerals and additives in tap water can breed rust in the cooling system.

DI water, in terms of rust prevention, is as good as distilled. Distilled removes organic impurities in addition to inorganic (ionic) impurities, but many DI setups have a prefilter that knock a lot of those down, making it equivalent in this application.

So yes, DI or distilled water for mixing with concentrated antifreeze. Tap water is for flushing only.
