You should check your build date because after 2/81 that part was integrated into the whole lower steering shaft and isn't easily replaceable. And if yours is replaceable then check to see if it is loose. They got sloppy and if your is then replacing it should help.
But the later Bullnose shafts are prone to the same problem, and the big bucks fix is with a Borgeson. But Jim/Ardwrkntrk built the equivalent with a much later model shaft.
